Restore replica count sessions may get stalled

I’ve observated, that Restore replica count sessions seem not always removed properly after all streams has finished and stuck there for the rest of the lifetime of the node. There is no streaming ongoing, no pending tasks in tpstats no compactions backlog, even scheduled repairs are running fine.
