Add additional new JMX methods for the old Config migrated to the new types

In CASSANDRA-15234 we migrated config parameters to new types. The old JMX methods which use primitives are still working as expected. We need to add also new JMX methods for the new types, the getters/setters will get/set String until write mode is added to the Settings virtual table.
