Refactor structure of caching metrics and expose auth cache metrics via JMX

Unlike to other caches (row, key, counter), Auth Caches lack some monitoring capabilities. Here are a few particular changes to get this inequity fixed:

1. Add auth caches to system_views.caches VT
2. Expose auth caches metrics via JMX
3. Add auth caches details to nodetool info
