Improve Ring Membership Management

This is an umbrella ticket to group tasks to improve the status quo of token ring management.

The plan is to refactor and enhance the current ring management sub-module to ultimately support advanced ring membership operations such as reliable concurrent ring membership changes and dynamic virtual nodes.

A Cassandra Enhancement Proposal (CEP) will be submitted to the community with a detailed proposal of the tickets contained in this epic.
