Transient Replication: Forwarding host in remote-DC should act as DC-local coordinator

    Description

      Even if we upgrade only to the necessary transient hosts (CASSANDRA-14729), we still need to send the mutation a second time to that DC, since we only send transient writes directly at present.  The remote forwarding coordinator could instead track success/failure, and send the extra write themselves.
