Make the default compaction strategy for new tables configurable in yaml file

We would like to make the default compaction strategy configurable in the cassandra.yaml file so that all new tables are created with that compaction strategy.

In our experience at Uber, LeveledCompactionStrategy has worked far better than the currently hard-coded default SizeTiered for most of our workloads.
