Test are too noisy

Tests for hedwig currently output a lot of log4j. Logs should be disabled by default. Each module should have a log4j.properties in src/test/resources with everything disabled but commented out so logs are easy to enable for the tests.

Also, bookkeeper complains about lack of appenders.
