Remove support for EOLed runners (Apex and Gearpump)

    Description

      These runners look EOLed, not maintained:

      • Apex (last release 2+ years ago)
      • Gearpump (last release 1+ year ago)

      Removing support for these could reduce the code base size, reduce flaky test, and make it easier to add new features.
