Release guide: build Dataflow containers before running postcommits on the release branch

Dataflow containers based on the release branch should be built before executing Dataflow-based tests in this step: https://beam.apache.org/contribute/release-guide/#3-verify-release-branch

To keep things simple, require containers to be built before attempting the PR phrases in step 3.
