Create a single Jenkins job or Gradle task to serve for release test validation

As per https://github.com/apache/beam/pull/7509, it looks like you can only run a single jenkins job per phrase per comment. In addition, the list of precommit and postcommit jobs will easily get stale. By creating a Jenkins job or Gradle task, we can kill two birds with one stone.
