:beam-sdks-java-io-hadoop-format:test fails due to static port conflict

This is probably due to two precommits trying using port 7000 at the same time on the same Jenkins machine (by the same or some other test that also uses port 7000).

Error in log:
19:25:15 org.apache.cassandra.exceptions.ConfigurationException: localhost/127.0.0.1:7000 is in use by another process. Change listen_address:storage_port in cassandra.yaml to values that do not conflict with other services
