Java SDK harness should detect SDF ProcessFn and proactively checkpoint it

and return a BundleSplit.

This should probably be done using a special FnApiSplittableProcessFnRunner or something like that, that's like FnApiDoFnRunner but for SDFs.

Then combined with BEAM-3832, we'll get the Java SDF tests to pass on Fn API.
