Increment GitHub Actions Staticcheck version to a 2022 release

Increment the Staticcheck version in the pre-commit action to a generics-aware 2022 release once either a fix for a known installation issue with 1.16 is resolved (https://github.com/golang/vscode-go/issues/2162) or the Go SDK increases the minimum Go version to 1.17 or later.
