DataFrame documentation should link to apache_beam.dataframe.frames as a reference for compliance status

Currently it's difficult to answer the question "does operation X fall into one of the unimplemented categories?" - we should make it clear the source of truth for this information is the API documentation for apache_beam.dataframe.frames
