BQ: Storage API Sink reuses closed connections

Creating a jira so that it can be considered whether it is release blocking or not.

This causes the BigQuery sink to sometimes get full stuck and never recover, and the pipeline grinds to a halt. Likely the regression was introduced in the last Beam release
