Java expansion service does not recognize filesToStage argument

In the user mailing list, I got advice to set filesToStage argument on Java expansion service.

However, when I set it, I found that the service ignored the argument. When I looked at the source, I found that there was no code to parse this argument.

I will submit a PR to allow expansion service to parse this argument.
