[Playground] Improve Terraform Scripts For Deploy Infrastructure

We need to deploy Redis(Memorystore) in automatic mode in VPC created by Terraform, also we will need to add link to that created Memorystore in backends. To archive that we should use GCP Bucket as backend state storage
