KafkaIO: Add support for outputting a PCollection

Have KafkaIO’s WriteRecord PTransform output a PCollection, an extensible WriteResult type similar to that of BigQuery’s WriteResult output. 

The original input, of <ProducerRecord> type, will be returned as part of the WriteResult (or similar type), with a getter function.
