Python SDK harness should use runner capability to decide whether to send monitoring infos with short id.

Python SDK harness send monitoring_infos(with metric full name and deprecated) as well as monitoring_data(with short id) in process bundle progress response and process bundle response. To improve the efficiency, only one should be sent based on runner capability of handling metric short ids.
