Expose public factory methods in `SparkJobServerDriver` for instantiating it

SparkJobServerDriver can only be run using java command currently. There are no public factory methods currently for instantiating the driver. The driver instance can be useful in gracefully shutting down the driver once the beam spark job is completed.

fromParams and fromConfig methods are private and exposing them as public factory methods will let programmatically initialize the SparkJobServerDriver
