Increase read performance by moving CanRead to constructor

https://github.com/apache/avro/pull/1604 implements a caching mechanism to increase. To complement that change, the CanRead call from the generic DefaultReader.Read can be moved to the constructor,  since there is no need to call CanRead ebery time Read is called. 
PreresolvingDatumReader already works that way.
