[C#] Support reading and writing Date32 and Date64 arrays

The C# implementation doesn't support reading and writing Date32 and Date64 arrays. We need to add support and some tests.

It looks like it is only a couple of lines to get this enabled. See https://github.com/apache/arrow/pull/5413.
