[C++] Extend type support for if_else kernel

    Description

      If_else kernel requires following additional type support 

      • Decimal type (trivial as there's fixed sized binary support already)
      • Dict type
      • Union Type
      • Timestamp with time zone
      • Lists
      • Structs
