RAR xaResource needs to support reconnect

Inbound MDBs supported by endpoint workers in the RAR support reconnect and failover with maxReconnects=0. In this way the failover transport can support the use of multiple brokers.
The failover url with no reconnects will leave the resource adapter single xaResource connection in an invalid state after disconnect and will cause periodic recovery to fail.
The single RA wide xaResource should reconnect any failed connection on subsequent usage.
