[UI] In Ranger Admin config Disabling "Setup Database and Database User" is not aligned with lock,edit

1) Install Ambari cluster and enable Ranger 

2) In the Ranger>> Config >> Ranger Admin

3) Disable Setup Database and Database User
Yes No

Actual Result:

The text config lock is not disappeared on disabling the User configs
