Upgrade to checkstyle 8+

    Description

      Working on for ACCUMULO-4817, I noticed that our checkstyle version could be updated. However, this will involve some changes to our checkstyle configuration, since some of that is no longer compatible with the latest version of checkstyle (8.8).
