ErrorClassesJsonReader complies template regex on every template resolution

`SparkRuntimeException` uses `SparkThrowableHelper`, which uses `ErrorClassesJsonReader` to create error message string from templates in `error-conditions.json`, but template regex is compiled on every `SparkRuntimeException` constructor invocation.
