Observer LearnerHandlers are not removed from Leader collection.

The Leader.removeLearnerHandler() call removes handlers from the forwardingFollowers and learners sets, but not from observingLearners. This will cause a leak if observers are repeatedly connected and disconnected from the ensemble.
