Configuration to disable Topology lag monitoring

The UI should be configurable to disable Topology Lag monitoring. Some of the many reasons for disabling this feature is:

1. Kafka broker configuration is secured and communication fails.
2.  Kafka broker is down

Under these circumstances and UI it taking way too long and UI does not display anything until timeout happens.
