Do not upper case schedule mode

In `TaskSchedulerImpl`, Spark will upper schedule mode `SchedulingMode.withName(schedulingModeConf.toUpperCase(Locale.ROOT))`.
But at other place, Spark does not. Such as AllJobsPage.
We should have the same behavior.
