    Description

      To match HADOOP-16530 (https://issues.apache.org/jira/browse/HADOOP-16530) we should manage up the old version of Xerces it uses to 2.12.0. This picks up some bug and security fixes: https://www.xml.com/news/2018-05-apache-xerces-j-2120/
