Remove withXXX functions in WriteBuilder

We can add a LogicalWrite interface that provides compile-time guarantees that the Spark code is correct, vs the current withXXX functions in WriteBuilder which might not be called correctly by other Spark code (e.g. they might not be called, or might be called multiple times).
