Upgrade dropwizard metrics library to 3.2.6

This proposes to upgrade the dropwizard/codahale metrics library version used by Spark to `3.2.6` which is the last version supporting Ganglia. Spark is currently using Dropwizard metrics version 3.1.5, a version that is no more actively developed nor maintained, according to the project's Github repo README.
