Move scalafmt to Scala 2.12 profile; bump to 0.12

scalafmt needs to be updated to a version that supports 2.13. A version exists for 2.13, but has an issue that makes it not work with how Spark uses it. Initially, we can move scalafmt to Scala 2.12 profile.
