Create a Migration Guide tap in Spark documentation

    Description

      Currently, there is no migration sections for PySpark, SparkCore and Structured Streaming.
      It is difficult for users to know what to do when they upgrade.

      It would be great if we create a migration tap and put related migration notes together.
