Add Benchmark for XORShiftRandom

Currently, benchmark for XORShiftRandom is mixed with implementation: https://github.com/apache/spark/blob/5264164a67df498b73facae207eda12ee133be7d/core/src/main/scala/org/apache/spark/util/random/XORShiftRandom.scala#L70-L107 . Need to extract the code and create a separate benchmark.
