Based on discussions on the dev list (http://apache-spark-developers-list.1001551.n3.nabble.com/discuss-separate-API-annotation-into-two-components-InterfaceAudience-amp-InterfaceStability-td17470.html#none), there are consensus to introduce an InterfaceStability annotation to eventually replace the current DeveloperApi / Experimental annotation.

This is an umbrella ticket to track its progress.

3.	Mark data type APIs as stable, rather than DeveloperApi	Resolved	Reynold Xin
