Add function implementations for pn_ssl_get_cert_fingerprint and pn_ssl_get_remote_subject_subfield for Windows

Currently we have empty stubs for these methods in schannel.c
The Linux side implementation using OpenSSL is already complete. The Linux implementation was done as part of PROTON-1088
