Clean-up the oak-upgrade dependencies

There are 2 things to improve in the oak-upgrade pom.xml:

1. we don't need to include AWS SDK, as it's already a transitive dependency of the oak-blob-cloud,
2. the shade plugin configuration has to be fixed, so it won't include the test-scoped libraries.
