Change default for oak.maxLockTryTimeMultiplier

    Description

      The default multipler is currently 3, which translates into a lock try timeout of 6 seconds. This is rather low and may result in merge failures even when a commit acquired the merge lock exclusively. I would like to increase it to 30.
