TailFile not always honoring "Initial Start Position" property

    Description

      The "Initial Start Position" property for TailFile appears not to be honored once state has been stored, even if the state is cleared. To reproduce:

      Create file file.log.1 with some data in it.

      Create file file.log.2 with some data in it.

      Create file file.log with some data in it.

      Configure TailFile with "File(s) to Tail" set to "file.log" and "Rolling Filename Pattern" set to "file.log.*" and "Initial Start Position" of Current Time.

      Start the processor. Nothing should be consumed. Append to the file and data should be consumed.

      Stop the processor. Clear the state. Start the Processor again.

      No data should be ingested, but it will be.
