Metron RC check script is outdated

There's a couple problems with the current script:

• It looks for the KEYS file in the current RC, which isn't where it lives anymore. Now it's just top level of the actual dist.
• To be consistent between the repos, we're using '_' instead of '-' for the separator between repo name and version.
