Rationalize log4j.xml and logback.xml test resources

The jclouds code base has 21 copies of log4j.xml and 66 copies of logback.xml test resources. These have small differences and commented out code which make it hard to consistently enable various logging features. These files should be identical unless there is some comment explaining the differences.
