WebHcat loads webhcat-site.xml and then core-site.xml

    Description

      AppConfig.init() first loads webhcat specific configs and then hadoop config files into the Configuration object. Thus core-site.xml settings override webhcat-site.xml - it should be the opposite, esp based on intent of HIVE-10564.
