Update "Consistent Read from Observer" User Guide with Edit Tailing Frequency

    Description

      Currently the user guide created in HDFS-14131 does not make any mention of the recommendation for dfs.ha.tail-edits.period, but the default works very poorly in combination with this feature. We should update the documentation to reflect this.
