Major Description
In the case of WebHDFS, a designated DN will launch a DFSClient and stream data to the WebHDFS client. The DFSClient will read the local configuration files (e.g., hdfs-site.xml) on the DN. So, in this case changes may be required for WebHDFS to enable observer reads.
