Compact_rs throw wrong number of arguments

    Description

      Compact_rs command will call Admin#compactRegionServer(ServerName, boolean) but this is deprecated method and removed as part of HBASE-22002. 

      hbase(main):001:0> compact_rs 'apache303.openstacklocal,16020,1570582044449'
ERROR: wrong number of arguments (2 for 1)
