Make our own jira/github yetus plugins so we can customize reporting

I'm wondering if the template used to generate the output can be modified
such that it leads with the summary but then hides the rest behind a
section that is collapsed by default. For instance, I found the
details/summary tags [0] for use with Github and the expand macro [1] on
JIRA.

The response from the Yetus community is that we could try this out for ourselves by using our own bug system plugins (i.e. for jira and github reporting).

Let's do that for now and if it proves useful we can make a feature requst in Yetus. As is it's hard to follow discussions on GitHub due to the volume of retests.
