SpaceQuotaViolationPolicy Disable is not working in Namespace level

PFB the steps:

• Create Namespace and set Quota violation policy as Disable
• Create tables under namespace and violate Quota

Expected result: Tables to get disabled

Actual Result: Tables are not getting disabled

Note: mutation operation is not allowed on the table
