Create a ReplicationQueuesClientHBaseImpl

Currently ReplicationQueuesClient utilizes a ZooKeeper implementation ReplicationQueuesClientZkImpl that attempts to read from the ZNode where ReplicationQueuesZkImpl tracked WAL's. So we need to create a HBase implementation for ReplicationQueuesClient.
